In July 2002 the Naval Special Warfare Development Group, better known as DEVGRU, asked for ten stainless 16 inch barrels for its "M4A1 Recon Rifle upper receiver." No other document we've found names the rifle cloners call the SEAL Recce.

The rest comes from a barrel maker, a suppressor company, a former SEAL sniper and forum work on photos. We graded every part on its evidence and on whether you can buy it today.

What a SEAL Recce rifle clone copies

A SEAL Recce rifle clone copies an accurized 16 inch 5.56 carbine that Navy special operations shooters used for sniping and reconnaissance. The rifles were unit built, and the photos disagree on almost every part.

You'll pair a semi auto lower with a Lilja barrel, KAC's rail and a 2.5-10 scope, plus an OPS pattern can if your state allows one.

Recce, Recon rifle or sniper M4: one rifle, three names

Former SEAL sniper Kyle Defoor told writer James Tarr his community called the first ones sniper M4s. The 2002 notice says Recon Rifle. Recce, British military shorthand for reconnaissance, is the name the clone hobby adopted.

If you came for James Reece's rifle, you want The Terminal List build, James Reece's carbine.

Who built the Recce rifle and who carried it

The paper trail points mostly at DEVGRU.

Sniper M4s and the 1993 Somalia claim

Defoor told Tarr the first rifles had a 16 inch barrel, a Leupold 2.5-10 and a PRI handguard. He said SEALs attached to another unit first used them in Somalia in 1993. Nobody has confirmed that, so treat it as his claim.

Daryl Holland says in Soldier Systems Daily that Delta snipers chased the same goal after Operation Just Cause. They moved from ammunition and triggers to free float rails.

What the NSWDG solicitations show

Daniel Watters' 5.56 Timeline logs the notices, from KAC rail parts in 1999 to J-Point scope kits in 2004. Each is a solicitation, not proof of delivery. We've seen only his compilation, not the notices.

Public record entries are procurement notices and one conference summary compiled in Daniel Watters' 5.56 Timeline. The original notices weren't located, and a solicitation doesn't prove a purchase. Community entries are firsthand accounts and forum research; the first party entry is the barrel maker's own claim.

A DEVGRU rifle more than a SEAL team rifle

The only notice that names the rifle came from NSWDG. Allen Engineering says the rifles were primarily DEVGRU's, going by squadron flags and patches in photos.

Defoor's early sniper M4s were SEAL rifles, though, and nobody has documented regular team use after 2002.

Recce vs Mk12 vs M4A1: where the Recce sits

The Recce sits between the 14.5 inch M4A1 and the 18 inch Mk12. Our SOPMOD Block I M4A1, Mk18 Mod 0 clone build and M4A1 URGI clone build cover the shorter carbines.

A SEAL covers teammates advancing on a suspected al Qaeda and Taliban location in eastern Afghanistan, January 26, 2002. His painted carbine's rail stops at the front sight and carries a compact optic. The Recce kept an M4A1 flat top but floated a longer Lilja barrel under a KAC free float rail, so this isn't one. U.S. Navy photo, public domain, via Wikimedia Commons.

Why 16 inches and not 18

Defoor told Tarr that 16 inches beat 18 for his community's work. At an August 2002 user conference, SEALs asked for a lighter 16 inch carbine over a heavy match rifle.

Staying over 16 inches also keeps your clone a plain rifle under federal law.

What the Recce shares with the Mk12 Mod 1

Both wear KAC's 12 inch free float RAS, sold today as the Mk12 Mod 1 rail, plus the NXS 2.5-10x24 and PRI's Gas Buster. The barrels differ: an SPR collar seats against a barrel step, but the Lilja's straight .725 muzzle has none, so its collar clamps on with a set screw.

Wikipedia, citing Gordon Rottman, says the SPR grew out of the SEAL Recon Rifle. See our Mk12 Mod 1 clone build, the Mk12 Mod 0 SPR and the Mk12 Mod H, the Army's 16 inch SPR.

SEAL Recce rifle variants over its service life

Cloners sort the rifles by era and by what photos show. No variant designations exist.

Early rifles: PRI forend and a Leupold 2.5-10

Defoor's first rifles wore a PRI free float forend under a Leupold 2.5-10, and forum posts put KAC QD cans on the earliest KAC railed rifles. No PRI forend in our catalog has an offer today.

KAC FF RAS rifles and the Nightforce NXS years

Most clone lists name KAC's free float RAS, the rail NSWDG sought from 1999. A forum researcher citing Nightforce dates the NXS 2.5-10x24 to about 2004, which helps you date photos.

A forum account posting as the Infinite Armory host adds that many rifles photographed with a B.E. Meyers 249F flash hider carried OPS cans on other deployments.

NSW Recce or SEAL Recce: hobby labels, not variants

In July 2020 the AR15.COM thread starter called the Lilja and 249F rifle the NSW Recce and a Douglas rifle with an OPS can the SEAL Recce, then reversed himself three days later. Call yours whichever you like.

The 416 Recce and the Delta branch

Clone researchers place HK416 based Recces with 14.5 inch barrels in DEVGRU hands from the mid 2000s. Keep their parts out of this build.

Holland ties Delta's early rifles to KAC's MRE rail, and our Delta MRE clone build covers that branch.

How each Recce part is graded

Exact means the same part or its current production, and equivalent a different product doing the same job. Budget is a cheaper stand in, missing means we don't stock it yet and unobtainable means nobody can sell it to you.

Moderate evidence rests on a notice, a maker's statement or a firsthand account. Weak evidence is lists, photos or owner reports alone. Nothing here rates strong.

The lower receiver group

Your clone starts from a semi auto lower.

Lower receiver: Colt A2 profile, built semi auto

No document names the lower, and the lists say Colt A2 profile.

The Colt M4 Commando LE lower and the H&R lower are semi auto equivalents, and only the H&R has offers today.

Trigger: KAC two stage or a Geissele SSA

The 2002 notice sought 14 match two stage triggers without naming a maker. The enthusiast list and Allen Engineering both put KAC's two stage first, so KAC's select fire M4 group is the likely one.

We don't stock a KAC two stage. The SSA, on the enthusiast list with the SSA-E, is a clone era equivalent, and the G2S is your budget pick.

Stock and buffer: LMT SOPMOD or Magpul CTR

The lists name an LMT SOPMOD Gen I or a Magpul CTR, from photos alone. Nobody names a buffer weight, so we haven't matched one.

The LMT and CTR are exact, and BCM's tube is the equivalent extension.

Pistol grip: A2 or Ergo

Photos are the only evidence: a standard A2 or an Ergo.

Both are exact, though nobody names the Ergo model.

Trigger guard: standard GI

Only the enthusiast list and Allen Engineering name it, as GI.

Both are exact.

The upper receiver group

The barrel, the rail and the hidden gas block make the Recce.

Upper receiver: Colt M4A1 flat top

The 2002 notice's "M4A1 Recon Rifle upper receiver" wording points to an M4A1 flat top, and the enthusiast list reads Colt forging marks in photos.

The Colt is an equivalent that ships as a complete 16 inch upper, so you'd swap its barrel. The BCM demo is the budget pick, and we don't stock a stripped Colt upper yet.

Barrel: Lilja 16.5 inch stainless M4 contour, 1 in 8 twist

Lilja says it made the Recon barrel, a .223-8 M4 in 416 stainless with a 1:8 twist, a Wylde type chamber and carbine gas. Lilja once called it "an exact copy of the Recon barrel we've made for the US Navy SEALS."

The evidence is moderate. The 2002 notice names no maker, and the identification comes mostly from Lilja and Allen Engineering, who both sell Recce parts. The enthusiast list also gives an OPS profile, which Lilja's published contour lacks, and a 1:7 twist we found no source for.

We don't stock the Lilja. The Noveske is the closest stand in and the Faxon the budget one. Neither is a Recce barrel, and neither listing states its gas length.

Gas block: KAC low profile on carbine length gas

NSWDG sought 30 KAC M4 (FF) RAS gas block assemblies in 1999, and carbine gas puts the block under the rail.

The Badger and Daniel Defense Mk12 blocks are exact to the enthusiast list but are modern stand ins for the issued block. The CMMG tube is carbine length.

Handguard: KAC FF RAS Long, 12 inches

NSWDG sought KAC free float rails in 1999 and 14 Long Rifle RAS assemblies in 2002. KAC sells its 12 inch rifle length version today as PN 21318.

It's exact, with one offer in stock as we write. We don't stock the shorter Medium rail.

Bolt carrier group: Colt M16 carrier

The lists say only Colt, and the M16 profile is our inference.

The Colt is exact but out of stock, so BCM's M16 carrier is your budget pick.

Charging handle: PRI Gas Buster, military latch

Only the lists name it for the Recce, though Crane sought PRI Gas Busters with the big latch in 2000 for SPR builds.

Both are exact, and only the FDE one has an offer today.

Backup sights: KAC 600 meter rear and folding front

The lists give KAC's full size 200 to 600 meter rear and black folding front, or no irons.

Both are out of stock. The front is exact, and retailers disagree whether rear sight PN 98474 is the full size or the micro, so check before you buy.

Muzzle device, collar and the M4 Recce suppressor

The evidence on the muzzle is weak throughout.

Muzzle device: set screw collar, 249F or bare muzzle

Allen Engineering, successor to OPS Inc, says the issued collar was a custom OPS part held by one set screw on the .725 muzzle. Unsuppressed, the lists show a bare muzzle or a 249F.

Operation Parts sells Allen's reproduction, AE-CLR-R-M4, and says a Lilja needs extra gunsmithing to take it. We don't stock it or the 249F yet.

Suppressor: OPS M4 can, reproduced as the AE M4 Recce

Allen says the rifles ran an OPS can marked M4, made for DEVGRU, that it now sells as the M4 Recce: 9.25 inches long and 1.5 inches across.

Treat that as weak. Allen sells the reproduction, can't publish some proof and gives 9, 9.25 and 10 inches on different pages. We haven't watched its other support, an Infinite Armory interview with retired SEAL Bill Rapier. We don't stock the M4 Recce.

Early KAC cans and the 12th Model assumption

Forum posts put a KAC QD can, called an NT4 or a QDSS, on a KAC M4QD flash hider on the earliest rifles.

KAC's current M4QD kit is exact, though nobody has documented how it compares with the 1990s part. The QDSS NT4 kit is KAC's current can for that mount, out of stock and an NFA item, not a documented 1990s can. The newer NT4 PRG is in stock, also a modern can.

Cloners long assumed an OPS 12th Model, now Allen's AEM5, and Allen says some 12th Models were marked M4 too. Allen also says the 12th Model came too late, since the Mk12 started in 2002. Crane sought OPS suppressors for the SPR in 2000, though, and those notices name no model.

Recce scope, laser, bipod and issued kit

The lists agree on the scope class and little else.

Optic: Leupold 2.5-10, then Nightforce NXS 2.5-10x24

Defoor's early rifles carried a Leupold 2.5-10, model unnamed. The NXS 2.5-10x24 followed from about 2004 by a forum researcher's date, and Nightforce has made only limited runs since dropping it in 2008, so you'll likely buy used.

Both are equivalents, not issued scopes. We don't stock the enthusiast list's Leupold Mark 4 4.5-14x40 LR/T, which no dated photo backs.

Scope mount: Nightforce A107 or A110 rings, piggyback dot

The enthusiast list and Allen give Nightforce A107 rings, 1.125 inches high, and the AR15.COM thread the 1.375 inch A110. Photos show a Docter or J-Point dot on the scope, often on a Wilcox ring cap mount.

The rings are exact. We don't stock a J-Point sight or a Wilcox mount, and our Docter listings are pistol kits. The Aimpoint Micro T-2 stands in for the T1 that forum posters list, and the Burris is your budget dot.

Laser: AN/PAQ-4, then AN/PEQ-2A and PEQ-15

PAQ-4 mounts appear in the 1999 and 2003 notices, and the lists add the PEQ-2A, PEQ-15 and later LA-5.

The DBAL-A3 is a civilian equivalent, in stock today.

Bipod: Harris on a KAC mount, or a Grip Pod

The lists give a Harris BRM-S on a KAC mount, sometimes with a KMW Pod-Loc, or a Grip Pod GPS-02. The evidence is weak.

The Harris S-BRM is the 6 to 9 inch swivel model the lists call a BRM-S, so it's exact, and so is the GPS-02. KAC's current QD mount for Harris S series bipods is the nearest match to its period mount, but it's out of stock, as is the Pod-Loc. The A.R.M.S. #32 adapter is an in stock equivalent, and the Midwest Industries adapter is your budget mount.

Foregrip and MWS sling mounts

The AR15.COM list puts a Tango Down or Magpul AFG2 grip on some rifles, and NSWDG sought MWS sling adapters in 1999. No source documents a light or night vision clip on, so leave both off.

The grips are exact. BCM's mount and swivel stand in for KAC's MWS adapter, which we don't stock yet.

Ammunition: 5.56 and the later Mk 262 77 grain

The rifles are tied to 77 grain Mk 262, but that load postdates the first ones. Crane first sought Black Hills 77 grain, part number D223N9, in August 2002. Magazines aren't documented beyond standard 30 rounders.

Both are commercial equivalents, the first carrying that part number.

Colt's 30 round USGI aluminum magazine is exact, and the D&H aluminum magazine is your budget pick.

How to build a SEAL Recce rifle clone without rework

Three fits catch builders out: the gas block, the collar and the rings.

Check gas block clearance inside the FF RAS

One AR15.COM builder reported in 2022 that the Badger fits inside the KAC rail, but only just. Test fit the rail over your block before final assembly.

Fit and time the suppressor collar

Allen says each original collar was timed to its can with one set screw. If you buy the AE-CLR-R-M4, budget for the gunsmithing a Lilja needs.

Set ring height for the scope and the dot

The sources split between A107 and A110 heights, so mount the scope and dot and check your head position before you commit.

A full length Lilja makes this one of the easier clones to build legally.

Semi auto lower and trigger, no auto sear

The issued rifles were select fire M4A1s, machine guns under the National Firearms Act (NFA). Build on a semi auto lower with a semi only trigger and selector, and never fit an auto sear or M16 automatic parts.

16.5 inch Lilja barrel or 15.1 inch: SBR rules

At about 16.5 inches, the factory Lilja needs no short barreled rifle (SBR) registration or pinned and welded device. Measure closed bolt to muzzle to be sure, and see our AR-15 barrel length guide.

A 15.1 inch barrel makes an SBR unless a pinned and welded device brings it to 16 inches. ATF announced on October 9, 2026 that it would stop enforcing SBR registration, but check your state's law first. A removable suppressor doesn't count.

Suppressors, IR lasers and state law

Any suppressor, the M4 Recce included, is an NFA item, though ATF announced on October 9, 2026 that it would stop enforcing NFA approval for suppressors. The collar and flash hider don't. Some states ban suppressors, and our guide to suppressors in 2026 covers the tax and paperwork.

Issued IR lasers generally go only to military and police, so use a civilian model or an inert housing. Check your state's magazine and feature rules too.

What you can buy today and what is unobtainable

We stock most of this rifle, but not the Lilja barrel, the collar or the can.

Barrel, collar and can: sold direct, not in our feeds

Lilja sells its barrel direct, Allen Engineering sells the can and Operation Parts carries Allen's collar. None sells through our feeds, so we can't show you a live price.

Parts no retailer can sell you

The select fire lower and KAC trigger are machine gun parts, and the original collars were custom OPS parts. Original OPS cans, the NXS 2.5-10x32 and the Mark 4 4.5-14x40 LR/T are out of production. The NXS 2.5-10x24 returns only in limited runs, and issued lasers stay with military and police.

Factory Recce rifles vs a period clone

Centurion Arms builds its RECCE with a 16 inch 1:7 barrel, mid length gas, an M-LOK rail and a B5 stock. BG Defense's version uses a 15.1 inch barrel, rifle length gas and an SPR collar.

Both are useful shooters, but only BG Defense's optional KAC free float RAS matches the issued rifles.

None is a SEAL clone. They're an 18 inch quad rail rifle closer to an SPR, a 14.5 inch mid length M-LOK build with a 1-6x and a BCM RECCE-16 with a 1-8x. Our builders use recce in the modern sense.

Carts built closest to a period Recce

From 10 December 2025 to 27 September 2026, 13 carts hold KAC's FF RAS and 7 pass our filter, overlapping the count in our Mk12 Mod 1 guide. The closest two are anonymous and add a 16 inch mid length stainless barrel, an OPS/AE pattern brake, an OCM5 can and an SSA-E X. Both were probably loaded whole from a shared link or template.

Building a modern 16 inch Recce instead

For the idea without the period hunt, copy Centurion's modern pattern of 16 inches, mid length gas and an M-LOK rail, and add a low power variable optic. You'll lose the KAC rail and carbine gas Lilja, so it won't be a clone.

What the internet gets wrong about the SEAL Recce rifle

No document shows a 15.1 inch issued barrel

A 15.1 inch barrel is the shortest that lets a 12th Model sit flush with a FF RAS Long, and cloners worked the length back from that. Allen Engineering and Lilja both sold 15.1 inch barrels in early 2025, then called the idea wrong, and the AR15.COM thread starter conceded in September 2026. The debunk comes from parts sellers, and no primary source settles it.

17, 16.5 and 16 inches describe one barrel

Lilja lists 17 inches from the barrel extension, owners measure about 16.4 to 16.6 from the bolt face, and DEVGRU sometimes said 16 inch Recon rifles. Every measurement clears 16 inches.

The Lilja barrel is carbine gas, not mid length

Widener's says the Recce uses mid length gas. Lilja described the barrel as carbine gas in 2017 and 2025, and mid length shows up on Allen Engineering's new barrel.

The Recce came before the Mk12, not after it

Widener's dates the Recce to a 1990 to 1992 Crane program, and Primary Arms to the early 2000s. No source supports the Crane story, and Defoor's 1993 date, Lilja's mid 1990s barrels and the 1999 rail notice all come before the Mk12.

Wikipedia's Recon Rifle photo is most likely a Mk12

Wikipedia illustrates its SEAL Recon Rifle article with a photo of Matthew Axelson and a rifle with a fixed stock, long free float rail and PVS-22, the Mk12 Mod 1 pattern. A Navy caption puts Axelson in SEAL Delivery Vehicle Team 1, and the file's own Commons page doubts its license, so we don't host it. For the film take, see our Lone Survivor Mk12 build.

A BCM RECCE-16 is a modern carbine, not a clone

Most of the 53 products in our catalog with recce in the name are BCM RECCE rifles and uppers. In the 90 days to 27 September, all 32 recce or recon searches on our site were for product names, 23 of them BCM's.

We cross checked one enthusiast parts list against these sources. It cites none itself, and Allen Engineering's Gen 2 list repeats it with credit, so the two aren't independent.

Where to see photos of real Recce rifles

We found no public domain photo of an actual DEVGRU Recce on Commons or DVIDS, so every photo here is context. The AR15.COM Recce clone thread collects reference photos, and Allen Engineering's The Recce Rifles explains how it ties rifles to the unit.

FAQ

Frequently asked questions

What barrel does the SEAL Recce rifle use?

Lilja Precision says it made the barrel: its .223-8 M4, a 416 stainless barrel with a 1:8 twist, a Wylde type chamber, carbine length gas and an M4 contour that runs a straight .725 inch from the gas block to the muzzle. It measures about 16.5 inches from the bolt face. No government document names Lilja; the July 2002 NSWDG notice asks only for stainless 16 inch barrels.

Is the Recce barrel 16 inches or 15.1 inches?

About 16.5 inches from the bolt face. Lilja lists it as 17 inches because it measures from the barrel extension, and DEVGRU sometimes called the rifles 16 inch Recon rifles. The 15.1 inch barrel is a clone community construction, cut so a 12th Model suppressor sits flush with the rail. Allen Engineering and Lilja now say no issued barrel was cut, though both sold 15.1 inch barrels in early 2025.

What is the difference between a Recce and a Mk12?

The Recce is a unit built 16 inch carbine with a carbine gas Lilja barrel. The Mk12 is the separate 18 inch Special Purpose Rifle, and the Recce came first: Kyle Defoor dates first use to 1993, and NSWDG sought free float RAS parts in 1999. The Recce shares KAC's 12 inch free float rail with the Mk12 Mod 1, along with the Nightforce NXS 2.5-10x24 and PRI's Gas Buster.

What scope was on the SEAL Recce rifle?

Kyle Defoor says the first sniper M4s carried a Leupold 2.5-10, model unnamed. The Nightforce NXS 2.5-10x24 followed from about 2004, a date a forum researcher gives citing Nightforce. Nightforce discontinued it in 2008 and has made only limited runs since, so a clone scope usually comes from the used market. Clone lists also name a Leupold Mark 4 4.5-14x40 LR/T, with no dated photo behind it.

What suppressor did the Recce rifle use?

Allen Engineering, successor to OPS Inc, says the rifles ran an OPS can marked M4 that it now sells as the M4 Recce: 9.25 inches long and 1.5 inches across, with 3.92 inches of mounting length. The evidence is weak, because Allen sells the reproduction and says it can't publish some of its proof. Cloners long assumed an OPS 12th Model, and forum posts put KAC QD cans on the earliest rifles.

Does a 15.1 inch Recce need SBR paperwork?

It's a short barreled rifle under federal law unless you pin and weld a muzzle device that brings the barrel to at least 16 inches. A 15.1 inch barrel is under the 16 inch line, but ATF announced on October 9, 2026 that it would stop enforcing SBR registration. A removable suppressor doesn't count toward length. The factory Lilja barrel, at about 16.5 inches, needs neither. Measure closed bolt to muzzle and check your state's law.

Is the SEAL Recce the same as the SEAL Recon Rifle?

Yes. Wikipedia titles its article SEAL Recon Rifle, and the July 2002 NSWDG notice called it the M4A1 Recon Rifle. Former SEAL sniper Kyle Defoor says his community called the early ones sniper M4s. Recce is British military shorthand for reconnaissance, and the clone hobby adopted it for these 16 inch carbines. NSW Recce and SEAL Recce are hobby labels, not separate variants.

Did DEVGRU or the SEAL teams use the Recce rifle?

Mostly DEVGRU, on the paper trail. The one notice that names the rifle, plus the 1999 and 2004 notices that fit it, came from the Naval Special Warfare Development Group. Allen Engineering says the rifles were primarily DEVGRU's, going by squadron flags and patches in photos. SEAL team users asked for a 16 inch Recon carbine in 2002, and Defoor's early sniper M4s were SEAL rifles. Later regular team use is undocumented.
